Warning signs.

A thought.  Why not place neon signs on the backs of the likes of buses, trucks, caravan's and motorhomes.  Using Bluetooth technology place a screen on the back of these vehicles and use Bluetooth wired up to a console in the cab.  There are a messages selected to give information to following vehicles.

Safe to Pass
Danger - Don't pass.
I am slowing
You are too close.
