Mrs Google suggests most New Zealand gangs made an appearance from the 1970's. To be honest some gangs existed but were small clubs, mostly Motorcycle clubs.

Most were pākehā and not a great threat they are now.
Between 1950 and the 1980's New Zealand had an unskilled workforce of mostly young males. They worked for NZ Railways and Postal and Telegraph.
In 1980's both (P&T and Railways) were made SOE's and trimmed drastically their workforce. Many young Maori suddenly had no work. and weren't skilled enough to fill other jobs.
Enter the escalation of gangs in New Zealand, mainly young Maori and Pacific Islanders. They grew because the country made them so.

So where are we as a country going wrong?
1. Alcoholic and drugged families
2. Dysfunctional Families
3. Single parent families
4 A school system that can't fix failure.
5. A racist country that polarises the workforce.
Fixing all these issues will make a huge difference.
To end I ask this? Is it possible to distil warrior blood from a warrior? Up until the early 1900's young Maori males were warriors, mostly fighting other tribes and latterly Pākehā soldiers and creating mayhem. Can that be distilled in 100 years?
